2026 U.S. Veterans Top Yellow Ribbon School
Gulf Coast State College (GCSC) in Panama City is a participating Yellow Ribbon School, which means eligible students using the Post-9/11 GI Bill® at the 100% benefit level may receive additional funding to help cover tuition and fees that are not fully
covered by the standard GI Bill benefit.
What the Yellow Ribbon Program Means
The U.S. Department of Veterans Affairs' Yellow Ribbon Program is designed to help cover costs that exceed Post-9/11 GI Bill tuition limits. Under the program:
- The school contributes toward eligible tuition and fee expenses.
- The VA matches the school's contribution.
- Qualified students can significantly reduce—or in some cases eliminate—out-of-pocket tuition costs.

Who Is Eligible?
Generally, Yellow Ribbon eligibility requires:
- Qualification for the Post-9/11 GI Bill at the 100% benefit level, and
- Meeting one of the VA's service-related eligibility criteria (such as sufficient qualifying active-duty service, Purple Heart recipients, Fry Scholars, or certain transferred-benefit recipients).
